Todd A. Dyer is a financial services professional, certified paralegal, and fraud examiner currently operating the platform Zero Fear Whistleblower, which focuses on allegations of financial fraud, institutional misconduct, and abuse of legal process.
Dyer has been prosecuted multiple times in federal court by the U.S. Attorney’s Office in Milwaukee in connection with securities-related allegations involving complex investment structures. At a 2017 sentencing hearing, federal prosecutors described him as “the best and most dangerous fraudster they had ever encountered.”

The government alleged these entities failed in 2011, resulting in investor losses.
Dyer alleges instead that:
- The entities were reorganized and ultimately contributed to the formation of Farmland Partners Inc. (NYSE: FPI)
- This transition occurred through undisclosed or minimally disclosed transactions involving investment banking relationships
- His intellectual property and investment model were used without compensation
Trial and Procedural Allegations
Dyer further alleges that key evidentiary and procedural rulings materially affected his ability to present a defense, including:
- A superseding indictment that removed approximately 11 months of evidence he considers critical
- A motion in limine that barred references to Farmland Partners Inc. (NYSE: FPI) before the jury
- The dismissal of his attorneys approximately two months prior to sentencing, which he states occurred without his knowledge
Dyer contends these actions limited the jury’s ability to consider the full factual context of his defense.
Broader Allegations
Dyer has publicly alleged the existence of coordinated institutional influence over legal outcomes, which he describes as an “Epstein Enterprise” model—referring to networks of powerful individuals and institutions that allegedly use influence to protect participants and control outcomes.
He further cites 18 U.S.C. § 241 (Conspiracy Against Rights) as the governing statute for situations in which individuals acting under color of law allegedly conspire to deprive others of constitutional rights.
Current Work
Following his release from federal custody in 2025 after approximately eight and a half years of incarceration, Dyer founded Zero Fear Whistleblower.
